About Procurement

Procurement refers to the process of obtaining goods, services and works in a cost-effective, timely and transparent manner to support the operations and programs of the Afghan Women’s Empowerment and Development Organization (AWEDO). This process helps ensure that required resources are purchased at the right quality, quantity and price while complying with organizational policies and applicable donor requirements.

Beneficiaries are the individuals, groups or communities who receive assistance through AWEDO initiatives, including women, girls, youth, teachers and vulnerable households. Goods may include office equipment, educational materials, training supplies, furniture and other resources necessary for project implementation.

Supply involves the movement and delivery of goods from vendors to AWEDO offices, project sites or target beneficiaries. A tender is a competitive procurement procedure through which suppliers, contractors or consultants submit bids or proposals for specific goods, services or works. Procurement transactions are supported by appropriate documentation, including quotations, contracts, invoices and receipts.

Procurement Methods

AWEDO applies different procurement approaches according to the value, complexity and applicable donor requirements of each purchase. The primary goal is to promote fairness, transparency, competition and value for money in all procurement activities.

Whenever practical, AWEDO prioritizes qualified local suppliers and service providers to strengthen local markets and support efficient delivery of goods and services.

The procurement methods used by AWEDO include:

• Request for Quotation (RFQ)
• Invitation to Bid (ITB)
• Request for Proposal (RFP)
• Local Shopping
• Direct Procurement

RFQ, ITB and RFP are competitive tendering methods used to obtain and evaluate offers from qualified suppliers, contractors or consultants.

Calls For Proposals

AWEDO implements programmes and projects at the national and provincial levels in Afghanistan through qualified implementing partners, including non-governmental organizations, consultancy firms, logistics and service providers, academic institutions, and registered community-based organizations.

Programmes are developed through a consultative process with relevant partners, community representatives, local authorities, technical experts, and key stakeholders, depending on the geographical scope and nature of the intervention. The agreement and active participation of implementing partners are essential to ensure that each programme is realistic, inclusive, accountable, and responsive to community needs.

All programmes and projects must be aligned with AWEDO’s Strategic Plan, organizational mandate, donor requirements, and applicable laws and regulations. Final approval is provided by AWEDO’s Executive Director after internal technical, financial, and management review.

AWEDO issues calls for proposals and calls for expressions of interest to identify and select suitable partners through a fair, transparent, and competitive process. Submitted proposals are reviewed by a technical evaluation committee against clear selection criteria, including technical capacity, relevant experience, governance structure, management systems, financial capacity, administrative procedures, safeguarding standards, accountability mechanisms, and ability to deliver quality results.

Selected implementing partners are those that achieve the highest scores during the evaluation process and demonstrate strong capacity to implement activities effectively, ethically, and in line with AWEDO’s values.

AWEDO does not charge any fee at any stage of the proposal, procurement, recruitment, or partnership selection process.
